Illegal trade of cigarettes is an ongoing criminal phenomenon in Europe heavily affecting all EU Member States and neighbouring countries.

According to the empty pack survey results of KPMG Project Sun the total volume of contraband and counterfeit of cigarettes amounted to 34,2 billion sticks in 2020 which was 7.8 % of the total cigarette consumption in the EU. These figures give a reason to worry. During the last ten years on the EU level the ratio as well as the total amount of illegally consumed cigarettes had been gradually decreasing. Though at the level of Member States from year to year the picture was more varied, on the European level the overall trend had been steadily positive. Last year figures however show a change in the trend and it is clear that the reversal is caused by the rapid increase of illegal cigarette manufacturing within the EU. Covid-19 restrictions did not stop illegal flows but on the other hand impacted law enforcement operative capacities.

The greatest number of illegal cigarette factories are detected in Poland though the phenomenon is spreading all over Europe and most of the states experience increased number of cases. Organised crime groups apply more and more sophisticated techniques to counter detections, use more developed and modern machinery and recruit workers often from far away countries. This webinar is aiming to focus on illegal manufacturing of cigarettes by demonstrating crime patterns and the related investigative and intelligence measures demonstrated by case examples shared by experts from Portuguese and Polish law enforcement.

The aim of the webinar is to describe law enforcement activities and tools of the World Customs Organization (WCO) Regional Intelligence Liaison Offices (RILO) of Western and Eastern/Central Europe.

By the end of this webinar, the audience will be able to:

  • Describe the activities of Regional Intelligence Liaison Offices (RILO) of Western and Eastern/Central Europe.
  • Present available RILO tools to member administrations, in particular providing analysis, facilitating cooperation and information exchange, organising joint police and customs operations.
  • Demonstrate the CAVA Vehicle Concealment Library – online tool containing documentation (pictures and videos) of concealment methods in various vehicles.

The European Commission funded FREETOOL project is nearing the end of its third cycle. Our enhanced suite of tools will be demonstrated at an online showcase event in January 2022. All tools have been developed for law enforcement, by law enforcement, and are freely distributed via The FREETOOL Hub.

The aim of this webinar is to showcase the enhancements made to the suite of FREETOOLs; there will be live demonstrations of each tool with the opportunity for LEAs to ask questions, provide feedback, and to receive information on how to access the tools.
