The Police College of Finland in Tampere hosted the CEPOL course 60/2014 Top Senior Police Officers Course: The Stockholm Programme Realisation, Module 1 on 9-14 March 2014. 32 participants from 25 EU Member States and Associated Countries, together with EU institutional representatives, took part on the first module of the programme. The contributing expert lecturers represented the National Bureau of Investigations, the Police University College, the European Police College, the Belgian Federal Highway Police and the Italian Interagency Law Enforcement College of Advanced Studies. Expert coaches were selected from Belgium and Ireland.

The TOPSPOC course is part of a four-module programme that aims to bring top senior police officers together to work at a strategic level to create a more open and secure Europe serving and protecting the citizen. The course is specifically dedicated to facilitate the strategic, professional and personal development of the participants from EU Member States, Associated Countries, Interpol, Europol and Frontex.

Participants were introduced to the concept of Action Learning, and they initiated their group work assignments for the remaining modules. The first module's main aim was to get familiar with the TOPSPOC objectives and assigments as well as to build team skills enabling to work towards a common goal. This was done by group work, Action Learning and lectures given by the experts. There were also some informal evening sessions in addition to the course work.
