The Portuguese Guarda Nacional Republicana organised from 27 to 29 May 2015 the CEPOL course 54/2015 on Mentoring, Monitoring and Advising (MMA) tasks. The activity took place at the School of Guard in Queluz (Portugal) and was attended by law enforcement officers from 20 EU Member States.

The course aimed at teaching advisors on civilian crisis management the necessary skills to build a successful working relationship with their local counterparts. Participants could review the evolution of the Common Security and Defence Policy (CSDP) under the EU legal framework, learned about the different types of civilian crisis missions and practised how to draft reports and memoranda. Moreover, they learned to develop a plan to integrate accepted international standards into local knowledge and traditions.

International experts delivered presentations on topics such as:

  • Negotiation methods;
  • Planning, implementation and handover of tasks during a mission;
