CEPOL course 61/2014 - Top Senior Police Officers: The Stockholm Programme Realisation (TOPSPOC) - Module 2

The second module of CEPOL course "Top Senior Police Officers: The Stockholm Programme Realisation (TOPSPOC)", was hosted by Italy from 12 - 16 May 2014. Thirty participants from 22 countries were welcomed by the directors of two Italian Police Colleges; Scuola di Perfezionamento per le Forze di Polizia and Scuola Superiore di Polizia.

In line with the TOPSPOC methodologies the course included a significant amount of group work aimed at exploring the four subject areas:

  • Management systems: Corporate Social Responsibility and its relevance in a law enforcement environment;
  • Leadership: police leadership in borderless Europe;
  • Realisation of the Stockholm Programme: impacts and influences on policing culture;
  • The unified delivery of a police service: the strategic use of intelligence-led policing to police our communities.

After delivering their lectures, the experts stayed with the group and provided additional perspectives on the topics and further discussion. The participants really appreciated this engagement.

TOPSPOC is to end in 2014. In 2015 a pilot course shall be delivered by CEPOL as a comprehensive training portfolio supporting EU law enforcement leadership. Outcomes of the third module - 2014 TOPSPOC evaluation meeting, will be vital to the development of the new course.
