CEPOL course on EU external border policy

From 21 to 24 June, Italy hosted the CEPOL course 02/2016 "EU external border policy". Participants were able to analyse the core issues and roots of the problems related to migration flows from Northern Africa, with a special focus on the prevention policy and the recent rescue activities carried out by EU Member States in Mediterranean area of the EU external border.

During the course, both participants and experts discussed the package of the European Commission proposals aimed at reviewing legal instruments - such as the Border Code and the regulation on a European Border Guard - which are vital for a proper functioning of the Schengen regime. They also analysed the state of implementation of the EU agenda on migration and security, with a specific focus on the return policy, the protection of migrants and the organisation of hotspots.

Representatives of EU Justice and Home Affairs agencies gave, in their contributions, essential information to understand the phenomenon of migration. Participants could visit the FRONTEX centre of Pratica di Mare, where they could see how joint operations at sea are carried out in the context of search and rescue activities and in fighting illegal immigration. Furthermore, EASO and the Italian Committee for Refugees delivered presentations on the humanitarian and protection aspects of migration.
