1st Presidencies Meeting

The 1st Presidencies meeting (ex Troika) was hosted by the Swedish Presidency in Solna, Sweden on 5 November 2009.

The Chair announced:

  • The call for nominations for an Audit Panel had been re-launched with a closing date of 25 November 2009. No new nominations have been received to date;
  • A draft of the Stockholm Programme has been published on the public area of the CEPOL website on 16 October 2009;
  • Member States have been invited to present proposals for CEPOL for actions regarding the Stockholm Programme;
  • Member States have been invited to present proposals on the CEPOL strategy;
  • A proposal for an EU Law Enforcement Strategy was presented at the European Police Chief Task Force (EPCTF) meeting. CEPOL should consider this document when preparing its own strategy;
  • A Project Group for the Five Year External Evaluation of CEPOL has been established. Members are Spain, Belgium and Hungary.

The Director announced:

  • Information on the topics discussed during the recent Annual Programme Committee; meeting. The meeting was attended by several stakeholders to discuss mutual cooperation.

The Presidency Meeting will present the following documents to the 17th Strategy Committee:

  • Budget 2010;
  • A proposal on the Grant Agreements between CEPOL and colleges/institutes;
  • A draft of a tender document for the Five Year External Evaluation of CEPOL;
  • A Policy Paper regarding the Document Management System (DMS);
  • A proposal on the Role of National Contact Points.

Other items discussed included:

  • A CEPOL Strategy;
  • The establishment of an Audit Panel;
  • A report on the Recruitment of the Director.
