EMPACT course on labour exploitation takes place in Larnaca

CEPOL 09/2025 THB Labour Exploitation

For the fourth consecutive year, the Cyprus Police successfully organised a specialised EMPACT training activity on Trafficking in Human Beings (THB) – Labour Exploitation. The activity took place from 3 to 7 November 2025, in Larnaca, Cyprus.

At the opening ceremony, the Chief of Cyprus Police, Mr. Themistos Arnaoutis addressed the participants, welcoming them and underlining the importance of continued cooperation and capacity building among national and European authorities in combatting human trafficking for labour exploitation.  The event was also addressed by Mr. Jan Drahokoupil Head of ELA Unit Enforcement and Analysis, who highlighted ELA’s ongoing commitment to strengthening collaboration and ensuring fair and safe working conditions across the European Union and the importance of multi-disciplinary approach in addressing labour exploitation. The ceremony was attended by the Chair of the CEPOL Management Board, Mr. Costas Veis,  and the Director of the Cyprus Police Academy, Chief Superintendent Mr. Andreas Angelides who welcomed both participants and trainers.

The first two days of the training were conducted in collaboration with the European Labour Authority (ELA)Arrow icon and were attended by 32 members of the Law Enforcement Authorities and 24 Labour Inspectors. Given the diverse competencies of the participants who included Police Officers, Border Guards, Prosecutors and Labour Inspectors, this event provided an opportunity to train collaboratively and exchange best practices on multi-agency and cross-border levels.

During the remaining days, the course was addressed exclusively to the members of Law Enforcement Authorities, representing 23 EU Member States, third countries, and international organisations, such as Frontex, the EU Border and Coast Guard Agency.

The training sessions were delivered by experts from the Cyprus Police, the Ministry of Labour and Social Insurance in Cyprus, the Spanish Guardia Civil, the Hellenic Police, the Dutch Prosecution Service, the European Labour Authority (ELA), Europol and FRA, the European Union Agency for Fundamental Rights, as well as the NGO NOVA Consortium from Italy. The programme included lectures, discussions and interactive exercises, allowing participants to share professional experiences and strengthen cooperation.

According to participants’ evaluations, the feedback was very positive.  Attendees praised the comprehensive and practical nature of the training and highlighted the value of networking and sharing expertise with professionals from other countries working in the field of THB and labour exploitation.
