The aim of this webinar is to:

  • raise awareness of the police role in facilitating the right to freedom of peaceful assembly;
  • build participants knowledge of key human rights compliant methodologies and tactical approaches;
  • revisit the basic principles on the use of force and gain understanding about potential human rights implications of equipment, commonly used in the policing of assemblies.


By the end of this webinar, attendees will gain knowledge about:

  • International human rights standards and positive practice, in respect of police responsibilities in facilitating the right to freedom of peaceful assembly;
  • The role of independent monitors/observers in securing and upholding such rights;
  • OSCE ODIHR Human Rights Handbook on Policing Assemblies for Police Commanders – with particular focus on the key principles guiding police actions: Facilitation, Knowledge, Communication, Differentiation.
  • OSCE ODIHR and Omega Guide on Law Enforcement Equipment Most Commonly Used in the Policing of Assemblies, with particular focus on human rights compliant use of force.
  • Applying a theoretical human rights framework to practical/operational policing scenarios.
Target Audience: 

All law enforcement officers with particular focus on those who have command/planning/supervisory responsibility for policing assemblies/crowd management.
