The EU-STNA 2026-2029 process highlights that law enforcement agencies continue to face challenges in detecting lone-actor trajectories, anticipating emerging drug threats, including diversion of precursor chemicals, and tracking evolving firearms trafficking routes influenced by geopolitical instability. Strategic foresight remains limited, with few tools available to identify early-stage radicalisation or to anticipate the criminal exploitation of new technologies.
