External dimensions of internal security

The external dimension of European security is characterised by the growing threat of hybrid actors exploiting geopolitical instability, often using criminal networks as proxies to destabilise the EU and its Member States. This threat is manifest in politically motivated cyber-attacks on critical infrastructure and the instrumentalisation of irregular migration flows.
