The EU4Security Moldova project

The EU4Security Moldova project aims to improve law enforcement capabilities to deliver professional security services.

Context

As part of the EU-Republic of Moldova Association Agenda (2021-2027), law enforcement cooperation is crucial for security and the rule of law. CEPOL collaborates with Moldova, providing training programs and expertise to enhance law enforcement capabilities.

This vital partnership has been ongoing for over a decade and contributes to aligning Moldova’s standards with those of the EU. As Moldova progresses toward potential EU membership, the support provided by CEPOL has become increasingly significant.

CEPOL collaboration with the Ministry of Internal Affairs (MIA) in law enforcement training marks a milestone that spans over ten years. Formalised in 2012 with the signature of a working arrangement, the partnership between CEPOL and the Republic of Moldova has grown stronger and further developed within the frame of the TOPCOP project, while many paths have been explored to reinforce the rule of law in the country and ensure its adherence to the highest EU standards.

For over a decade, Moldovan law enforcement officials have been taking part in CEPOL's comprehensive training activities, sharpening their skills and enhancing cross-border cooperation, fostering the creation of networks of professionals beyond borders. As an outcome of a recent assessment of the Moldovan’s Ministry of Internal Affairs’ (MIA) education system conducted by CEPOL, a roadmap has been drawn up to set targets to ensure the future reform and development of the MIA’s training and education sector.

Components

The project is built around four components:

1. Professional training system and digitalisation

Our goal is to improve Moldova’s law enforcement agencies by providing modern, comprehensive training. Through continuous professional development and EU best practices, we equip law enforcement personnel with the knowledge and skills needed to serve and effectively protect the community. Our approach prioritizes citizen-centric service and upholds human rights.

2. Cyber lab

Our aim is to provide the Moldovan Police General Inspectorate with the necessary infrastructure, tools, resources and expertise to establish an advanced cybercrime laboratory. This facility will enable thorough digital investigations, bolstering the country’s efforts to effectively combat cybercrime.

3. National Firearms Focal Point

This project component aims to enhance the National Firearms Focal Point’s capabilities. The goal is to establish a comprehensive cooperation framework to effectively combat the illegal use and trafficking of firearms supported through training and infrastructure.

4. Strategic expertise

This project component focuses on supporting the MIA in addressing specific actions based on EU regulations and recommendations highlighted in enlargement reports. We provide essential resources, guidance, and support to help the MIA meet EU standards and contribute to the country’s progress in its enlargement agenda.
