
The CEPOL International Cooperation Exchange Programme encompasses exchange opportunities within the frame of the following CEPOL International Cooperation projects: CT INFLOW, TOPCOP, EU4Security Moldova, and EUROMED Police.
The second phase of the CT INFLOW project aims to support partner countries in line with the EU political dialogues, to improve international cooperation and sharing of best practices on the exchange of information, criminal analysis, cross-border investigations and prosecutions, in particular about foreign terrorist fighters and individuals suspected of planning or carrying out terrorist offences.
The TOPCOP project supports the fight against organised crime across the Eastern Partnership countries by enhancing law enforcement capacities. Building on the achievements of the first phase (2020-2024), the new cycle (2024-2028) continues to advance operational effectiveness and foster joint efforts to combat criminal threats. In this phase, CEPOL and Europol will advance their actions to further promote police cooperation and facilitate information exchange, enhancing the effectiveness of criminal investigations into organised crime.
The EU4Security Moldova project aims to improve law enforcement capabilities to deliver professional security services. It is built around four components: 1. Professional training system and digitalisation (The aim is to improve Moldova’s law enforcement agencies by providing modern, comprehensive training); 2. Cyber lab (The goal is to provide the Moldovan Police General Inspectorate with the necessary infrastructure, tools, resources and expertise to establish an advanced cybercrime laboratory); 3. National Firearms Focal Point (It aims to enhance the National Firearms Focal Point’s capabilities); 4. Strategic expertise (Support the Ministry of Internal Affairs in addressing specific actions based on EU regulations and recommendations highlighted in enlargement reports).
The EUROMED Police project builds on the achievements of the previous edition to continue efforts to reduce organised crime across the EU Southern Neighbourhood. It seeks to strengthen strategic cooperation between law enforcement authorities in Southern Partner Countries, EU Member States and the relevant EU Agencies. Recognising the need for reinforced partnerships to effectively combat serious and organised crime, the project provides a structured and multidisciplinary framework for collaboration. By leveraging Europol’s analytical expertise and CEPOL’s evidence-based training approach, EUROMED Police further advances the EU’s law enforcement cooperation with the Southern Neighbourhood.
Through the International Cooperation Exchange Programme, CEPOL contributes to build trusted and equal partnerships with law enforcement officials from the EU’s Neighbourhood and partner countries.
Who can participate?
Law enforcement officials and judiciary from EU Member States and:
- Partner countries (Algeria, Egypt, Jordan, Kenya, Lebanon, Libya, Morocco, Tunisia) within the frame of the CT INFLOW project;
- Eastern Partnership countries (Armenia, Azerbaijan, Moldova and Ukraine) within the frame of the TOPCOP project;
- Republic of Moldova in the frame of EU4Security Moldova project.
- Southern Neighbourhood countries (Algeria, Egypt, Lebanon, Libya, Jordan, Morocco, Palestine*, and Tunisia) withing the frame of the EUROMED Police project.
Applicants must fulfil the following criteria:
- Have a reasonable level of English (at least level B2) enabling professional communication with CEPOL and colleagues about enforcing the law on the selected topics;
- Have minimum three years’ work experience and expertise in the defined specialised category;
- Have not participated in the CEPOL International Cooperation Exchange Programme during the last three years preceding the call;
- Have a need and readiness for individual learning;
- Have the ability and willingness to cascade newly gained knowledge both in a European/international and on a national level.
Please note that participation in either the CEPOL International Cooperation Exchange Programme or the CEPOL General Exchange Programme withing the preceding three years doe not preclude candidates from applying to the other programme.

Law enforcement officials must submit their applications through LEEd, CEPOL’s Law Enforcement Education Platform. If you would like to submit your application as a registered LEEd user, the Exchange Plugin on LEEd is open for applications, please read the LEEd User Guide.
