Justice and Home Affairs (JHA) Agencies’ Network
The JHA Agencies’ Network has an important role to play in Europe. It connects the EU agencies protecting the area of freedom, security and justice. Together, the JHA agencies contribute to the implementation of the EU’s objectives in the fields of migration, asylum and external border management; the fight against organised crime, drug trafficking and terrorism; gender equality; and respect for fundamental rights. They also facilitate the functioning of relevant EU IT systems, contribute to EU activities on drugs and drugs addiction and facilitate law-enforcement training.
The JHA Agencies’ Network includes nine agencies: the European Institute for Gender Equality (EIGE), the European Union Drugs Agency (EUDA), the European Union Agency for Asylum (EUAA), the EU Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA), the EU Agency for Criminal Justice Cooperation (Eurojust), the EU’s Law Enforcement Agency (Europol), the EU Agency for Fundamental Rights (FRA), the European Border and Coast Guard Agency (Frontex) and the EU Agency for Law Enforcement Training (CEPOL).
Since 2010, the JHA agencies have in turn chaired this network, coordinating the activities and meetings and carrying out the secretariat function. 2022 marked the beginning of a new chapter in the history of the network. The Trio Presidency format was applied for the first time with CEPOL (2022), EUAA (2023) and eu-LISA (2024) being the three agencies to assume this role. The Trio works closely together to coordinate the network’s activities, define overarching long-term priorities and ensure a smooth transition from one Presidency to the next.
The JHA Agencies’ Network reports to the Council’s Standing Committee on Operational Cooperation on Internal Security (COSI) and the LIBE Committee of the European Parliament regarding the network’s progress and achievements.
2026 theme: ‘One Safety — building preparedness and resilient communities’
The theme for the 2026 presidency is ‘One Safety’, which promotes a cross-sector, integrated approach to building a safer and more resilient Europe. The concept reflects the unique expertise of each agency within the JHAAN and reinforces the value of collaboration. This theme was chosen because security today is interconnected. The EUDA presidency will expand the scope of internal security to include:
- social determinants of health and safety;
- law enforcement and public health;
- technological innovation and cybercrime;
- climate change and critical infrastructure;
- crisis management and resilience.
This approach supports trans-disciplinary cooperation and strengthens the EU’s ability to respond to complex challenges. In 2026, the JHAAN will explore the tools and approaches that are implemented by the agencies to build: preparedness, protection and resilience.
2025–2027 JHAAN priorities
The 2025–2027 trio of JHAAN presidencies brings together the EU Agency for Fundamental Rights (FRA, 2025), the European Union Drugs Agency (EUDA, 2026) and the European Institute for Gender Equality (EIGE, 2027). The trio has established two overarching priorities for this period:
- The use of digitalisation, innovation and artificial intelligence (AI);
- A comprehensive contribution to the European Internal Security Strategy, within a framework of fundamental rights, inclusion and gender equality.
