General exchange programme

The purpose of the General Exchange Programme is to provide a unique, practice-oriented learning opportunity for law enforcement officials working on an international level that can also enhance their networking experience.

The General Exchange Programme allows participants to apply knowledge relevant to their field of expertise in a multicultural environment within the framework of a practice-related training programme. It contributes to disseminate and share good practice at EU level and to the creation of a European law enforcement culture. During the bilateral exchange, both parties obtain and promote mutual learning and networking.

The programme thematic areas are synchronised with CEPOL’s overall training portfolio, which enables the exchange to complement other CEPOL training options, contributing to the agency’s multi-layered approach to learning.

Who can participate?

This specific programme encompasses exchange opportunities for law enforcement officials from EU Member States (Denmark as self-payer), Western Balkan countries and Türkiye, as well as EU associated countries (as self-payers).

Applicants must fulfil the following criteria:

  • Have a reasonable level of English (at least level B2) enabling professional communication with CEPOL and colleagues about enforcing the law on the selected topics;
  • Have minimum three years’ work experience and expertise in the defined specialised category;
  • Have not participated in the Exchange Programme during the last three years preceding the call;
  • Have a need and a readiness for individual learning;
  • Have the ability and willingness to cascade newly gained knowledge both in a European/international and on a national level.

Application process

This year, law enforcement officials must submit their applications through LEEd, CEPOL’s Law Enforcement Education Platform (except for the applicants of beneficiary countries willing to apply to the CEPOL International Cooperation Exchange programme). The extended deadline for applications is 17 March 2026, 23:55 CET.

Important information:

Applicants must have prior authorisation by their hierarchy/organisation to apply for the Exchange Programme and / or they need to contact their National Exchange Coordinator in order to receive approval for applying. Their application can be rejected if they did not receive authorisation prior to applying.
