
CEPOL Exchange Programme
As part of our learning portfolio, we offer law enforcement officials the possibility to participate in an exchange programme. CEPOL Exchange Programme aspires to build long-term knowledge and confidence between police forces and other law enforcement bodies in the EU.
Under this scheme, officials involved in operational cross-border cooperation are hosted by law enforcement institutions from another country, giving participants the chance to share good practices, exchange insights, build trust, initiate cooperation projects and foster deep and long-lasting networking opportunities. The study period abroad can last up to one week, and for the General Mentoring Programme this can be done twice in a 12-month span.
Around 5,000 law enforcement officials from different services (police, customs, border and coast guards, tax authorities, prosecutors) have taken part in this learning experience since the programme was launched in 2007.
Participation in the CEPOL Exchange Programme in 2026 is possible through any of the following modules:
- The CEPOL General Exchange Programme, which encompasses exchange opportunities for law enforcement officials from EU Member State (MS) countries, Western Balkan countries and Türkiye;
- The CEPOL-EJTN Exchange Programme, which encompasses exchange opportunities related to judiciary cooperation in a joint collaboration with the European Judicial Training Network (EJTN);
- The General Mentoring Programme, which is a cooperative partnership (as mentor and mentee) between law enforcement officials from EU Member State (MS) countries, Western Balkan countries and Türkiye;
- The CEPOL International Cooperation Exchange Programme, which encompasses exchange opportunities within the frame of the following CEPOL International Cooperation projects: CT INFLOW, TOPCOP, EU4 Sec Moldova, and EUROMED Police.
- The CEPOL International Cooperation Mentoring Programme which is a cooperative partnership (as mentor and mentee) between law enforcement officials within the frame of the following CEPOL International Cooperation projects: CT INFLOW, TOPCOP, EU4 Sec Moldova, EUROMED Police and WB PaCT.
Admission criteria to take part in the CEPOL Exchange Programme:
- have a reasonable level of English (at least B2 level) enabling professional communication with CEPOL and colleagues about enforcing the law on the selected topics;
- have a minimum of three years’ work experience and expertise in the defined specialised category;
- have a need and readiness for individual learning;
- have the ability and willingness to cascade newly gained knowledge both on a European/international level and on a national level;
- have not participated in the Exchange Programme during the preceding three years.
Application process
Law enforcement officials must submit their applications through LEEd, CEPOL’s Law Enforcement Education Platform. A forum for matching is also available in this course page where applicants can search or propose pre-matches between each-other before submitting applications.

Important information:
Applicants must have prior authorisation by their hierarchy/organisation to apply for the Exchange Programme and / or they need to contact their National Exchange Coordinator in order to receive approval for applying. Their application can be rejected if they did not receive authorisation prior to applying.
