Cooperation and innovation in law enforcement training take centre stage at the EUROMED Police forum

EU and Southern Partner Countries convened in The Hague, The Netherlands, on 4–5 November 2025 for the EUROMED Police Strategic Cooperation Forum (SCF) and Heads of Law Enforcement Training Institutes (HoLETI) meeting, two interlinked meetings that mark a milestone for the project’s sixth phase.

Over two days, senior leaders focused on strengthening training to counter serious and organised crime and set the way forward for a technology-enabled training ecosystem across the Mediterranean region. The event gathered a diverse community of actors from partner and EU Member States, EU institutions, law enforcement training institutes, international organisations and the private sector. These included Europol, DG HOME, DG MENA, AFRIPOL and UNICRI, among others.

Sessions with representatives of the Southern Partner Countries focused on discussing common serious and organised crime challenges and taking into consideration the EU’s Internal Security Strategy, recent SOCTA and EMPACT priorities, and national security agendas.

“Given the similarity of security concerns and challenges facing the European Union and the Arab world, the Arab Interior Ministers Council (AIMC) attaches great importance to strengthening existing cooperation with European entities concerned with security matters,” said Mr Tareq Moh’d K. Almajali, Deputy Secretary-General of AIMC.

During the HoLETI meeting, participants discussed digital competences in modern policing, as well as the role of artificial intelligence and emerging technologies, building on the first EU-Arab HoLETI meeting held in 2024. Sessions on the second day underlined the value of partnerships with the private sector and other stakeholders in advancing technological innovation and showcased innovative capacity-building initiatives.

“When digital and interactive learning content comes together, it enhances learning outcomes and engagement. Embracing digital pedagogy through hybrid and online learning makes education more accessible, enabling independent learning, repetition, and effective monitoring of progress,” said Mārtiņš Spridzāns, from the Latvian Border Guard College.

The conclusions and reflections from both segments will support the continued implementation of EUROMED Police activities and contribute to ongoing dialogue between the EU and Southern Neighbourhood partners.
