EU Commission publishes study on law enforcement training in the EU

The European Commission has published today a feasibility study on law enforcement training in the EU, the first comprehensive overview of training for law enforcement across the EU since 2013.

Analysing both strengths and weaknesses of the current EU law enforcement training ecosystem, the report provides guidance on how CEPOL’s future coordination role can fill in the gaps, fostering a common EU law enforcement culture of mutual trust, shared skills, and effective cross-border cooperation. The report concludes that this can be achieved by supporting an EU-wide identification of training needs, streamlining law enforcement training capabilities across EU Member States, and strengthening EU-level governance mechanisms. It also highlights the value of building on CEPOL’s cooperation beyond the EU, where training and knowledge-sharing with partners can contribute to addressing shared security challenges.

Recognising the importance of CEPOL’s future function within a networked EU training ecosystem of Centres of Excellence across Member States, the study also notes the importance of focusing on the quality of deliverables, including the development of a network of qualified trainers, and a strong online presence with the creation of a new comprehensive Digital Platform.

Overall, the study identifies policy options and strategic objectives, creating a framework for CEPOL’s gradual transition from a training provider to a strategic enabler of law enforcement training. Its findings are intended to support and inform further Management Board discussions and decisions.
