3015/2024/WEB 'Investigation Admiral - A joint investigative approach to combat MTIC fraud'

The aim of this webinar is to increase the knowledge of participants about the methods of investigation of the European Public Prosecutor's Office (EPPO), enabled by its central case management system, the possibilities offered by the swift access to national and European databases, the analytical and investigative capacity of the EPPO Central Office and Europol in the context of Investigation Admiral. In this operation, a common investigative approach was designed and implemented to protect the financial interests of the Member States and the EU against a complex MTIC (VAT) fraud scheme estimated at €2.2 billion. 

By the end of this webinar, the audience will be able to:

  • explain the role and capabilities of the EPPO in the fight against MTIC fraud;
  • recognise red flags as a sign when a seemingly insignificant national MTIC (VAT) fraud case may be a transnational massive MTIC (VAT) carousel fraud scheme;
  • describe how the analytical and investigative capacities of EPPO and EUROPOL can be used to gather evidence and exchange data that can lead to the detection and investigation of organised crime groups responsible for complex MTIC (VAT) fraud;
  • identify prosecutorial challenges, lessons learnt and way forward in complex MTIC (VAT) fraud cases.

Combating new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).

CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
