3040/WEB/2026 'Identifying and preventing youth-driven lone actor threats'

3044-2025/web

The aim of this webinar is to enhance the preparedness of law enforcement practitioners to identify, assess and prevent youth-driven lone actor threats by strengthening their understanding of emerging radicalisation pathways within digital ecosystems, improving structured threat assessment capabilities, and promoting effective multidisciplinary prevention and intervention approaches.

By the end of this webinar, the audience will be able to:

  • Describe the evolution of lone actor threats, with a particular focus on the shift towards youth-driven lone actor radicalisation and mobilisation patterns, including key drivers, vulnerabilities, behavioural patterns, and emerging trends across the EU and beyond;
  • Highlight the role of digital ecosystems (e.g. gaming platforms, social media, encrypted platforms) in facilitating youth radicalisation and mobilisation to violence;
  • Identify key elements of multidisciplinary co-operation in the prevention of youth-driven lone actor threats;
  • Analyse and discuss best practices and lessons learned from past case studies on youth-driven lone actor threats.

This activity is implemented by the CEPOL Knowledge Centre on Counter-terrorism.
