69/2025/ONS: Maximise using (AI) tools from Europol Tool Repository (ETR) in investigations

Today’s cross-border investigations of criminal cases are characterised by massive amounts of data that need to be processed and analysed efficiently and in a timely manner.
The aim of the course is to equip investigators from EU Member State (MSs) with the knowledge and skills to effectively download, deploy and utilise tools from Europol Tool Repository (ETR) in their daily operations. Some of these are artificial intelligence (AI) tools. As such, the investigators are able to leverage innovative technologies as well as develop their digital skills.
The ETR currently contains forty innovative tools provided by law enforcement authorities of the MSs and Europol. These tools have been promoted as part of the common horizontal strategic EMPACT goal ‘Capacity building through training, networking and innovation’. It subsequently has proven to enhance and improve operational activities in various law enforcement cross-border investigations which could not have been achieved otherwise. The ETR include amongst others tools for speech-to-text, geo-location and translation. By making investigators in the EU MSs competent in using these innovative tools, will be beneficial not only for specific operations but also help promoting the existence and use of those tools in the Member States.
EMPACT training activity

Combating new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
