The threats are evolving and the terrorist and crime organisations are developing new ways to bypass the existing security controls. The explosive devices used in different areas to carry out attacks have different technical characteristics and the threat amounts (the weight of explosives) vary in different areas. The security technologies used today have different capabilities and limitations (e.g. x-ray, explosive trace detection, security scanners or trace detection portals).
