Webinar 79/2016 The prohibition of torture and inhuman or degrading treatment or punishment
Date:
23 February 2016
Time:
10:00 - 11:30 am CET
Organizer:
CEPOL in cooperation with Germany
Description:

Aim

The aim of this webinar is to inform police officers about the practical aspects of the ban on torture and inhuman or degrading treatment or punishment under Article 3 of the European Convention on Human Rights (ECHR). This article not only contains a theoretical prohibition of torture and other ill-treatment. The provision entails ‘positive obligations’, which State agents such as police officers have to implement in order to render the ban on torture and other ill-treatment, both practical and effective.

A failed positive obligation by a Contracting State through the (in)action of police agents may give rise to a violation of Article 3 ECHR. Hence, the main objective of this webinar is to show police officers the diverse duties that arise from the positive obligations under the mentioned article.
