Advancing the use of artificial intelligence in criminal investigations in Moldova

From 16 to 20 March 2026, CEPOL, in the framework of the EU4Security Moldova project, organised a specialised training activity in Chișinău to enhance the use of artificial intelligence (AI) in criminal investigations. The activity brought together more than 20 law enforcement officials and investigators from Moldova.

The course followed a practical approach, guiding participants through the full lifecycle of an AI-supported investigation: from understanding core concepts and managing investigative data to applying analytical tools and interpreting results. Through exercises and simulations, participants used AI techniques to identify patterns, analyse digital and visual evidence, and generate actionable insights. At the same time, the programme emphasised the critical assessment of AI outputs, addressing challenges related to data quality, bias, transparency, and the legal admissibility of AI-supported evidence.

The positive impact of the sessions was evident among the attendees:

"This course was truly valuable. It has opened a world of possibilities for investigating crimes that we previously thought were impracticable. Seeing how AI can filter through data to find the 'needle in the haystack' fundamentally changes how we approach our work," said one of the participants.

Beyond technical proficiency, the activity prioritised the legal and ethical frameworks necessary for AI deployment. By teaching investigators to scrutinise AI-derived evidence for potential pitfalls, EU4Security Moldova contributes to ensuring that the adoption of new technology does not come at the expense of human rights or judicial integrity. 

As the programme concluded, participants return to their units with enhanced skills to apply AI in their daily work. The activity represents an important step within the EU4Security Moldova project in supporting the specialisation of law enforcement practices and strengthening alignment with EU standards.
