Boosting digital investigative capabilities: CEPOL OSINT training with Moldovan law enforcement
Scanning the dark web and analysing cryptocurrency transactions are among the top digital investigative skills essential in modern criminal investigations. With the goal of strengthening these skills in Open-Source Intelligence (OSINT), Moldovan law enforcement officers participated in an intensive training in Chișinău, Moldova.
Delivered under the EU4Security Moldova project, the training was organised by the European Union Agency for Law Enforcement Training (CEPOL) in cooperation with the Centrul Tehnico-Criminalistic și Expertize Judiciare (CTCEJ). It focused on equipping law enforcement officials with practical tools and knowledge to better harness publicly available data in the fight against crime. For five days, 24 practitioners from regional investigation units, participated in expert-led sessions designed to enhance their digital investigative techniques.
Cybersecurity and dark web investigation experts shared their insights on pressing issues, including crimes involving cryptocurrencies. An expert from Binance provided valuable insights into how law enforcement can request investigative support from the global exchange, with a focus on procedures tailored to Moldovan authorities handling digital asset-related cases. A cybersecurity and OSINT specialist from Guardia Civil and Europol explored how Artificial Intelligence can be integrated into OSINT workflows.

Encouraged by the participants’ positive feedback and active engagement, EU4Security Moldova aims to build momentum by continuing to deliver cutting-edge training and promoting cascading strategies to expand OSINT expertise across all police units in the country.
