CEPOL delivers training in response to emerging operational needs in the Western Balkans

Law enforcement officials must continuously adapt to evolving criminal threats, relying on timely and targeted training to maintain operational effectiveness. Under the WB PaCT project, CEPOL addresses this challenge through its Rapid Training Response (RTR) package, a flexible mechanism designed to deliver training in response to emerging operational needs.
By aligning training with operational requirements, WB PaCT helps to ensure that law enforcement authorities across the Western Balkans are equipped with the knowledge and skills needed to address evolving forms of organised crime and terrorism.
Two recent training activities demonstrate this approach in practice.
From 8 to 12 June 2026, a training activity on informant handling, surveillance and other special investigative methods was delivered at CEPOL headquarters in Budapest. In cooperation with the Eurojust-implemented Western Balkans Criminal Justice project, the activity strengthened participants' understanding of the legal and procedural aspects of covert investigative techniques, supporting their effective and lawful use in criminal investigations.
A second activity, organised from 29 June to 3 July 2026 in Budva, Montenegro, focused on digital asset investigations. Delivered jointly by the Council of Europe and CEPOL, in cooperation with the Royal Canadian Mounted Police and the Australian Federal Police, the training enhanced participants' capacity to investigate criminal activity involving cryptocurrencies and other digital assets while promoting regional cooperation and the exchange of expertise.
Although addressing different investigative challenges, both activities demonstrate the flexibility of the RTR package in providing timely training that reflects evolving operational priorities.
Through this approach, WB PaCT continues to strengthen cooperation within the Western Balkans and between the region and the European Union, while supporting law enforcement authorities in developing the capabilities needed to respond effectively to both current and emerging security challenges.
