
The 2022 results the EU’s flagship instrument to fight organised crime have been published this week. The EU Multidisciplinary Platform Against Criminal Threats (EMPACT) tackles the most important threats posed by organised and serious international crime affecting the EU. It strengthens intelligence, strategic and operational cooperation between national authorities, EU institutions and bodies, and international partners.
The significant achievements of EU-wide crime-fighting actions within EMPACT for 2022 include:
- 9 922 arrests
- identification of 4 019 victims of trafficking of human beings
- 3 646 migrant smugglers arrested
- over €180 million seized
- over 62 tonnes of drugs seized
- 9 262 investigations initiated
The EU Agency for Law Enforcement Training (CEPOL) plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite and online training activities and an exchange programme. CEPOL is Coordinator of Common Horizontal Strategic Goal 6, “Capacity building through training, networking and innovation” in the EMPACT mechanism. This summer CEPOL is planning to publish three Operational Training Needs Analysis reports covering the following EMPACT priorities: Cyberattacks, High Risk Criminal Networks, and Fraud, economic and financial crimes, focusing on Online fraud schemes. Also, a new updated online module on EMPACT was released in June and is available to all registered users of CEPOL’s Law Enforcement Education Platform, LEEd.

EMPACT runs in four-year cycles focusing on common EU crime priorities. The new EMPACT cycle started in 2022. The 10 EU crime priorities for 2022-2025 adopted by the Council are: High risk criminal networks, Cyberattacks, Trafficking in human beings, Child sexual exploitation, Migrant smuggling, Drug trafficking, Fraud, economic and financial crimes, Organised property crime, Environmental crime and Firearms trafficking.
