MB explores how CEPOL can best deliver EMPACT training in the future

Within the framework of the Spanish Presidency of the Council of the European Union, the 11th CEPOL Management Board (MB) meeting took place this week in Aranjuez, Spain (23-24/11/2023). The meeting was chaired by Ms. Pilar Muniesa Tomás, Head of Sector in the Directorate General of Studies and Coordination of the State Secretariat of Security at the Spanish Ministry of Interior.
A significant highlight of the meeting was the strategic debate regarding CEPOL’s future delivery of European Multidisciplinary Platform against Criminal Threats (EMPACT) training activities, taking into consideration the evolution of EMPACT as a permanent mechanism within the EU security ecosystem. CEPOL contributes to the implementation of all steps of the EMPACT cycle and is the coordinator of the Common Horizontal Strategic Goal 6 (CHSG 6) regarding Capacity building through training, networking and innovation. CEPOL’s training portfolio plays a key role regarding EMPACT capacity building of law enforcement officials, via the delivery of dedicated training products at EU-level. Major Adriana Toston Diez, Driver of EMPACT priority on fighting firearms trafficking, was invited to take part in the debate, and provided an operational perspective.
The debate offered valuable insights and strategic guidance on the design of CEPOL’s training portfolio in the upcoming years, including structural and methodological aspects, with the objective to best upskill law enforcement officials within the EU and beyond on the criminal investigation of serious and organised crime in the context of EMPACT.

The MB was also briefed in detail about CEPOL’s activities addressing EU internal security priorities, with a particular focus on the implementation of the agency’s strategy 2023-2027. More specifically, participants were informed about activities delivered in 2023 within the scope of the fight against serious and organised crime, counter-terrorism, international cooperation, information exchange, interoperability and fundamental rights.
At the MB meeting, an update was provided regarding the agency’s activities addressing EU external security priorities via CEPOL’s externally funded projects (TOPCOP, CT INFLOW, EUROMED Police and WB PaCT), and the International Cooperation mentoring programme. This is a new initiative aiming at strengthening the development, knowledge, skills and expertise of law enforcement officials from CEPOL’s partner countries, leading to contribute to a greater work effectiveness and a deeper exchange of best practices.

The next CEPOL Management Board meeting is planned to take place in May 2024, during the Belgian Presidency of the Council of the EU.
