Mock trial in Prague strengthens cross-border counter-terrorism cooperation through immersive simulation

In the fight against terrorism, courtroom experience can mean the difference between justice and letting perpetrators go unpunished. When countries share that experience, it becomes even more powerful.  Between 26 and 30 May, prosecutors, judges, and law enforcement officers from CT INFLOW’s MENA partner countries came together in Prague for a training designed not only to sharpen their professional skills, but to deepen international cooperation. The tool of choice: a terrorism mock trial that put participants at the centre of a real-case-inspired scenario.

This ‘learning-by-doing’ approach allowed participants to grapple with issues ranging from cross-border evidence exchange, the terrorism–organised crime nexus, and cyber threats, to financial investigations. By acting out their assigned roles, they not only tested their knowledge, but also learned how to build joint strategies, challenge assumptions, and strengthen coordination in high-stakes scenarios.

“This mock trial activity gave me the opportunity to connect with legal and law enforcement experts from across the region and learn about international best practices for counter-terrorism prosecution. We also explored how technology can improve effectiveness and discussed challenges such as extradition and evidence sharing,” said Ilyass Sloub, Deputy Public Prosecutor from Morocco.

Throughout the activity, participants took part in presentations, case studies, and workshops focused on current terrorism trends, international cooperation tools, and the balance between national security and human rights. Then, they were immersed in their roles and preparing their trial strategies in small groups.

This activity is part of the series of mock trials organised under CT INFLOW project. Each of them is designed as a stand-alone simulation, engaging different professionals across partner countries. Together, they form a cornerstone of the project’s mission: to build capacity, foster regional cooperation, and turn shared training into shared action in the fight against crime.
