Report explores CEPOL’s role in strengthening EU security through regional training

A new report released by CEPOL highlights the importance of tailoring law enforcement training to the specific needs of different regions in Europe.
The study shows that some countries face distinct challenges shaped by their geography, crime patterns or capacity, among other factors.
As CEPOL’s first Regional Training Needs Assessment, the report represents an important milestone in guiding possible future actions to enhance regional cooperation in law enforcement training.
The study, conducted following the mid-term review of the EU Strategic Training Needs Assessment (EU-STNA), included a set of questions regarding regional training needs.
The priority training areas identified at a regional level in this report reflect Europe’s evolving security challenges:
- Firearms, counter-terrorism, human and drug trafficking;
- Criminal finances, money laundering, asset recovery;
- Migrant smuggling, border management, maritime security;
The report draws on contributions from a wide range of key stakeholders from EU institutions and Members States, including members of the CEPOL Management Board.
The report suggests that CEPOL could serve as a hub for regional law enforcement training. It stresses that regional training activities could complement, but not replace, the existing training offer, with priorities identified in the EU-STNA always remaining the foundation. Another key recommendation highlights the importance of creating a rapid channel to respond to new training needs with a regional dimension.
The report recommendations also mention that CEPOL can enhance its regional training offer through:
- Onsite activities on drug trafficking, counter-terrorism, migrant smuggling, financial crimes and riot/public order policing.
- New online modules on topics such as Schengen, Prüm, cross-border hot pursuits, joint patrols, and surveillance.
- Sharing best practices via webinars, mobility schemes, and making use of LEEd’s potential, as a dedicated online platform for Member States.
