CEPOL and the Italian Carabinieri Corps - Advanced Institute of Investigative Techniques

Together to make Europe a safer place through police training and learning
From 8-12 April 2024, the CEPOL onsite training activity 63/2024/ONS on Crime Scene Investigation (CSI) was organised in Italy by the Carabinieri Advanced Institute of Investigative Techniques.
26 crime scene specialists from all over Europe, 12 high-level experts from the Central Directorate of Scientific Investigations of the Italian Carabinieri Corps, the Institute of Optoelectronics of Warsaw’s Military University of Technology, the French Gendarmerie, the Netherlands Forensic Institute of the University of Amsterdam and the Hungarian Institute of Forensic Science met to discuss crime scene investigation.
Best practices in fingerprinting, 3D reconstruction of the crime scene, bloodstain pattern analysis, forensic entomology, forensic statistics applied to DNA analysis, but also innovative and experimental technologies, such as the European project Risen (Real time on site forensic trace qualification), hyperspectral camera and the use of low-cost IT devices for 'Virtual remote crime scene investigation' and 'Fast reality capture at the scene', Raman Sers nanotechnologies for qualitative trace recognition at the crime scene, as well as the analysis of real cases were some of the topics discussed.
The course was financed and organised within the framework of a partnership agreement between the Italian Carabinieri Corps and CEPOL, the European Union Agency for Law Enforcement Training.

It was held in Velletri, Rome, Italy, at the Advanced Institute of Investigative Techniques of the Carabinieri Corps, an investigative school founded in 2008 and specialised in CSI, which prepares Carabinieri Corps investigators coming from Italy and over 80 countries around the world to face the new threats posed by international jihadist terrorism, organised crime groups and cybercriminals.
The 5-day course included case studies and aimed to create a network of professionals, identifying best practices gained in the field and improving the management of crime scene investigations. It also enhanced cooperation and knowledge sharing between law enforcement officials from EU Member States and third countries, supporting them in the fight against organised and transnational crime and promoting a safer Europe .
