Organised crime facilitating illegal migration – links to terrorism threats: CEPOL activity took place in Zagreb

The Police Academy and the Ministry of Interior of the Republic of Croatia in cooperation with supporting countries: Portugal, Italy and Greece, as well as Europol, Frontex and EMPACT has organised CEPOL activity on organised crime facilitating illegal migration – links to terrorism threat.

The activity was held in the Police Academy, Zagreb, Croatia, from 29 April to 2 May 2019 with the participation of 34 law enforcement officers and judiciary (police, prosecutors, judges) from 22 EU Member States.

The overall aim of the activity was to distinguish and identify terrorism-related features in organised crime-facilitating illegal migration and to promote the use of Joint Investigation Teams (JITs) in combating illegal immigration networks. Great attention was given to question how to foster greater cooperation between judiciary and law enforcement at the national level, and with EU agencies and relevant third countries at international level.

Our experts have given quality expertise to clarify several issues. First, to identify the trends in migrant smuggling and analyse the impact of measures taken by the EU. Second, to detect potential links with terrorist activities and ensure the follow-up. Third, to apply appropriate tools for gathering and exchange of information and intelligence with partners inside and outside the EU especially to follow up on leads about the detection of travel movements of possible terrorists. Fourth, to understand possibilities of available European and international information systems, in particular Schengen Information System (SIS Il), Europol Information System (EIS) and of course to show examples of current best practices of how some countries like Croatia or Greece responded to all of the above.

Several experienced experts have provided very successful lectures, including Stergios Bakaloudis and Vasileios Koutsoliakos from Greece, Joao Paolo Ventura and Prof. Dr Jorge Bacelar Gouveia from Portugal, Antonio Saccone from Frontex and Nicola Palmiero from Italy, Dejan Dretar, Dijana Sadarić, Andrijana Filko, Krešimir Mamić and Marija Lang Turkalj from Croatia.
