CEPOL Training Catalogue 2025: A portfolio suited to a wide range of learning styles and needs

The European Union Agency for Law Enforcement Training (CEPOL) facilitates the prevention and fight against serious and organised crime, terrorism and emerging security threats by facilitating and enhancing cross-border law enforcement cooperation through vocational training. Our mission is making Europe a safer place through law enforcement training and learning.

CEPOL has been working with national training institutes in the EU for more than two decades using learning as a lever to further strengthen law enforcement cooperation. 

Our training and learning activities encourage the development of competencies that are vital for the internal security of the European Union, promote the exchange of knowledge and experiences, and support the development of long-lasting professional networks. 

We provide opportunities to stay up to date with the latest developments and trends in the law enforcement field, especially concerning cross-border and serious and organised crime. At CEPOL, we constantly strive to offer innovative and advanced training activities by integrating relevant developments in knowledge, research, and technology, and by creating synergies through strengthened cooperation. 

At CEPOL we apply a multi-layered approach to learning, we offer different types of training activities and online learning resources complementing one another:

Onsite training activities are physical gatherings of participants and trainers for a certain number of days for the purpose of transferring knowledge, expertise and skills between trainers and participants, facilitated by the organiser, who is represented by the activity manager. These activities provide an opportunity to gain a deeper understanding of a subject. Teaching often features case studies and participants are encouraged to share best practices. Our onsite training activities take mainly the form of onsite courses. 

  • Courses – Onsite courses are training activities designed for a deep understanding of a topic. They include a specified number of lessons, practical exercises, study visits, discussions, group work and assignments. They last between two and five days, depending on the onsite course. CEPOL onsite courses take place in training institutes across the EU or at our headquarters. 

If you have a particular interest in participating in one of our onsite courses, please contact your CEPOL National Unit or National Contact Point and submit your expression of interest. The period for nomination usually opens at least one month before the start of the training activity.

Please note that the submission of an expression of interest does not guarantee a formal nomination. Participation is only possible following an official appointment by the CEPOL National Unit or the National Contact Point. 

Online learning activities or e-Learning is a type of computer-based distance learning. It is a good way to learn at your own pace and in your own time. Our e-Learning activities take the form of webinars (live and recorded), online modules, online courses, e-workshops, eLessons, cyber-bites and a virtual training centre on intellectual property rights.

  • Webinars – Webinars are short interactive online seminars to raise awareness about a specific topic, identify new trends or demonstrate how to use a tool. Accessible any time in a recorded version through LEEd, their estimated duration is 90 minutes.
  • Online modules – Online modules are extended knowledge resources on specific topics that can be used by individuals for self-paced learning or by trainers and teachers who blend them in their courses or other formal training activities – both within a CEPOL context and in national curricula. The estimated duration of an online module is between three to six hours. Those who complete an online module successfully will receive a certificate and badge.
  • Online courses – Online courses offer a flexibility and convenience that onsite courses cannot match. A limited number of participants are guided virtually by trainers as they build their knowledge of key law enforcement capabilities. The delivery format supports self-paced learning, however, often presentations are provided by scheduled live sessions where acknowledged experts are presenting. The courses also support peer and group activities and group discussions. Online courses usually last between two and four weeks.
  • e-Workshops – e-Workshops are virtual classroom activities with a small group of trainees. They are dedicated to specific and highly relevant subjects, facilitating in-depth exploration of issues that are of topical interest. An e-Workshop usually lasts three days, each training day requiring between three and four hours of study.
  • eLessons – CEPOL’s eLessons are training resources, similar to the online modules in that they can be used by individuals as self-paced learners, as well as by trainers and teachers who need to embed a knowledge resource in their courses or other formal training activities – either within a CEPOL or national context. The content is more specialised, interactive, and explorative than the modules and the study time is limited to 60 minutes. In addition, each eLesson offers a job-aid which assists users to transfer the lessons they have learned into their professional daily practice.
  • Cyber-bites – Cyber-bites are a sequence of individual webinars all connected by the same overall topic. This micro learning resource helps law enforcement officials to keep pace with the latest technological developments on cyber-crime, cyber-enabled crimes, and related trends. The average duration of a cyber-bite is 20-30 minutes. 

The admission process to our e-Learning activities varies based on the type of training activity selected. All our e-Learning activities are supported by LEEd.
