Strongly characterized by a multidisciplinary approach, EMPACT (European Multidisciplinary Platform Against Criminal Threats) is a security initiative driven by EU Member States to identify, prioritise and address threats posed by organised and serious international crime to the security of the EU. In order to achieve these goals, EMPACT runs in four-year cycles and includes a limited number of EU crime Priorities (HRCN, drugs trafficking, migrant smuggling, etc.). Within each Priority, led by an EU MS, an Operational Action Plan (OAP) is implemented; each OAP contains a set of Operational Actions to address specific criminal groups or phenomena.

Since 2024, the EMPACT Priority HRCN is led by Italy (Driver). In light of this, the presentation is aimed at providing an overview of the results achieved so far as well as the main challenges and possible developments of this Priority.
