Stefano CARVELLI
Senior Police Advisor

Mr. Stefano Carvelli is the Senior Police Advisor to the Ministry of Foreign Affairs and International Cooperation and is responsible for the liaison between the Department of Public Security of the Ministry of Interior and the Ministry of Foreign Affairs and International Cooperation.
In his role, since 2016, Mr. Stefano Carvelli has been in charge of strengthening the collaboration between the two Ministries in areas of common interest, notably to prevent and counter global threats as terrorism and radicalization leading to violent extremism or terrorism, transnational organized crime and cyber-enabled crimes. Mr. Stefano Carvelli collaborates with the Central Director of Criminal Police – Deputy Director General of Public Security to ensure that the international and European activities of the Italian law enforcement system are coherent and consistent with the country’s international policy objectives.
Mr. Stefano Carvelli also contributes to the activities and the initiatives of the International Criminal Police Organization, through the membership of the Interpol European Committee, the advisory body of the European Regional Conference and of the Working Group to review legal provisions relating to Interpol’s governance bodies (Interpol Working Group on Governance), since its establishment in 2018. Mr. Carvelli is also member of the Notices Advisory Group whose goal is to provide advice on operational and legal matters concerning the improvement to the Interpol’s notice system.
In 2023, Mr. Stefano Carvelli was appointed Coordinator of the Core International Crimes Unit within the Central Directorate of Criminal Police, whose mandate is to support the investigations and prosecutions aimed at ensuring accountability for genocide, war crimes and crimes against humanity, conducted by national jurisdictions, the International Criminal Court and other important existing accountability mechanisms.
Immediately prior to assuming his current role, Mr. Stefano Carvelli - seconded by Italy - served the Interpol General Secretariat in Lyon, France, initially as Criminal Intelligence Officer from 2006 to 2011 and, later, as Assistant Director of the Fugitive Investigative Support Sub-Directorate (OSA-FIS),
As Assistant Director in charge of international fugitive investigations, Mr. Stefano Carvelli took over also the responsibility of the coordination of Operations INFRA (International Fugitive Round-up and Arrest) that bring together law enforcement officers from around the world to locate and arrest criminals wanted for serious crimes. In his senior executive role, Mr. Stefano Carvelli managed dedicated training programs and developed strategic external partnerships with key players and actors in the field of fugitive investigations and in the domain of accountability for genocide, crimes against humanity and war crimes. He also maintained and developed relations with United Nations bodies and NGOs involved in humanitarian, peace and security issues and protection of human rights activities.
Prior to his secondment to the Interpol General Secretariat, from 2000 to 2006, Mr. Carvelli, as Head of Section within the National Police Criminal Investigation Service, managed and coordinated investigations targeting Italian organized criminal groups and their involvement in murders, drug trafficking, kidnapping, extortion, corruption in relation to public procurements and tenders. In this role, he also served as European Anti-Fraud Office (OLAF) Focal Point for the Italian National Police in relation to the investigations against fraud detrimental to the interests of the European Community and as representative of the Italian National Police within the Financial Action Task Force (FATF-GAFI) Italian Delegation. Previously, from 1992 to 2000, Mr. Stefano Carvelli held various managerial positions in the Investigative and Patrol Services within the Highway and Traffic Police Department.
Mr. Stefano Carvelli holds a University Degree cum laude in Law and a University Advanced Degree in Public Sector Management. He obtained his qualification of advocate in Italy in 1995.
He is a graduate of the Senior Officers Italian Police Academy (1991).
Mr. Stefano Carvelli is fluent in English, French and Spanish and he has some knowledge of Arabic.
