3015/2025/WEB 'Multidisciplinary approach to prosecuting MTIC fraud: Roles of national competent authorities, EPPO, and Europol. EMPACT OAP MTIC OA 2.7'

The aim of this webinar is to increase knowledge about the EMPACT Missing Trader Intra Community (MTIC) Fraud Operational Action Plan (OAP) and the possibilities offered by Europol and the European Public Prosecutor’s Office (EPPO) in the context of the Operational Action (OA) 2.7 for a multidisciplinary approach to transnational prosecution of MTIC fraud and related crimes.
By the end of this webinar, participants will be able to:
- explain the structure and purpose of EMPACT and the MTIC Fraud OAP;
- describe the roles and responsibilities of National Competent Authorities, Europol, and EPPO within the EMPACT MTIC Fraud OAP, particularly concerning OA 2.7;
- identify the tools and mechanisms utilised by Europol to support intelligence gathering, analysis, and sharing in the context of OA 2.7;
- explain the complementarity between EPPO and Europol's mandates and capacities in addressing transnational MTIC fraud, as illustrated by investigations like Admiral 1.0 in the context of OA 2.7;
- discuss how EPPO's instruments and powers contribute to shifting intelligence into admissible evidence under OA 2.7;
- outline the potential range of operational results that can be achieved through the joint efforts of EPPO and Europol in the context of OA 2.7, referencing examples of the EPPO (PIF) and the national investigations (non-PIF) like Admiral 2.0, 3.0 and Moby Dick.

Combating new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
