The aim of this webinar is to introduce law enforcement and judicial officials into the phenomenon of illicit ketamine markets in Europe, focusing on financial investigations and asset recovery.

By the end of this webinar, the audience will be able to:

  • Detail the possible modi operandi of organised crime groups to obtain ketamine and explain which are the most common and likely methods in 2025;
  • Explain the differences and similarities between criminal and legal business models, including goods and money flows;
  • Describe the characteristics of two main money flows in criminal businesses: logistical money flow and profits/earnings and explain the effect of disrupting the logistical money flow;
  • Explain (financial) crime scripting in terms of if benefits, using scenes, roles, activities and props; equifinal actions and tracks, and sources of monetary information for financial crime scripting;
  • List elements to include in calculating illegally acquired earnings for prosecution;
  • Describe the Europol Tool Repository (ETR), the categories of tools it contains, how to get access to the ETR and its benefits for data analyses and (financial) investigations in drug trafficking cases.

Combatting new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).

CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
