CEPOL Online module Containerised maritime cocaine trafficking

This online module offers multiple perspectives to the phenomenon of cocaine trafficking using containers, such as:

  1. Detailed descriptions with photos and videos of multiple modi operandi as seen both at European ports and in Latin America;
  2. The use of crime scripts to understand, and ultimately prevent cocaine trafficking via containers;
  3. Combatting the phenomenon through intelligence gathering, risk analyses, customs controls and seizures;
  4. International law enforcement cooperation, including controlled deliveries;
  5. Prevention and the administrative approach towards this;
  6. The European Ports Alliance.

This module is delivered within the EMPACT priority Drugs Trafficking: Cannabis, Cocaine and Heroin and is a product from the Fortius project which was funded by the EU's Internal Security Fund - Police.

Lessons learned from the Fortius project, in which Dutch and Belgian law enforcement officers and prosecutors worked together to tackle cocaine destined for the Netherlands through ports such as Rotterdam and Antwerp, have been collected, described and elaborated as key input for the module. Expert input for this module has been further provided by customs, police and prosecutors from Belgium, Germany, the Netherlands and Brazil. These experts all actively investigate and prosecute cocaine trafficking cases from the ports of Antwerp, Rotterdam, Hamburg and Paranagua. 

Upon completion of the module, among others, participants will be able to:

  • Explain the benefits of investigating cocaine trafficking using crime scripts, list its phases and summarise each of the phase’s main points.
  • Describe in detail the elements of law enforcement actions and judicial measures in tackling cocaine trafficking on licit maritime container shipments:
    - intelligence;
    - risk analysis;
    - customs control and seizures;
    - international case cooperation: controlled delivery, dry seizures and building a picture;
    - investigation and building a criminal case;
    - modi operandi; and
    - prevention.
  • Explain the concept of the administrative approach to combat the disruptive impact on the legal economy by illicit activities.

There are also quizzes to test participants’ knowledge and understanding. A certificate and a badge will be provided to those who successfully complete all the quizzes.
