E006/2025/EXB Forensic document examination, Document Fraud and Fugitive Active Search Teams (FAST)

The aim of this training is to share experiences and knowledge gained through the CEPOL Exchange Programme conducted in the field of target searching methods from Montenegro and Luxembourg. It will also focus on forensic document examination between Türkiye and Spain.
The session will highlight the workflows, legal basis methods, equipment, operational methods and comparative approaches observed in both countries through international police cooperation and professional expertise. It will also highlight the laboratory practices and comparative approaches observed in both countries, focusing on the enhancement of international cooperation and professional expertise in forensic document examination.
By the end of this Exchange-bite, the audience will be able to:
- Identify a case which can be subject of target search and understand FAST network;
- Meet the legal basis and operational methods for target searching in both countries;
- Understand information from international police cooperation and work on filed methods in Montenegro and Luxembourg;
- Understand the tools, equipment, and methods used in both countries for target searching;
- Identify and compare the techniques used in forensic document examinations in Türkiye and Spain, including both common and differing practices;
- Compare the laboratory workflows and operational procedures applied in both countries;
- Recognise the current forgery trends and typologies observed in Türkiye and Spain;
- Understand the tools, equipment, and methods used in both countries to combat document forgery.
EMPACT training activity

Combatting new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
