E008/2025/EXB Organised crime, operational approaches to combatting organised crime

The aim of this exchange-bite is to inform law enforcement officials about how the CEPOL Exchange Programme 2025 helped participants to collect new knowledge about the police force structures and best practices in the hosting countries in the area of organised and serious crime.
By the end of this Exchange-bite, the audience will be able to:
- Understand the value of the CEPOL Exchange Programme for law enforcement officials;
- Understand the organisational structures of the Swedish and Irish police forces;
- Gain knowledge about the differences in the use of drones for operative police work in Sweden and Ireland,
- Understand the organisational structures of the Finish and Czech police forces.
- Gain knowledge about operational work in conjunction with a special customs laboratory designed for the preparation and substitution of the contents of controlled shipments.
EMPACT training activity

Combatting new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
