CEPOL delivers with Europol the first micro-credentials training on operational intelligence analysis

CEPOL has successfully completed the first training activity on operational intelligence analysis delivered under its micro-credentials pilot project, marking an important step in the development of recognised, innovative learning pathways for law enforcement professionals at EU level.
This Train-the-Trainers programme was implemented in close cooperation with Europol and the Centre for Continuing Education and Lifelong Learning of Harokopio, University of Athens, which awarded micro-credentials to participants who successfully completed the course.
Delivered in blended learning mode between 20 October and 22 December 2025, the programme comprised 105 training hours, combining online learning via CEPOL’s Law Enforcement Education Platform (LEEd) with an intensive face-to-face training in December at CEPOL Headquarters in Budapest, followed by an experiential learning phase. Successful participants have been awarded 4 ECTS credits*.
The programme targeted experienced operational intelligence analysts and aimed to strengthen the EU’s collective capacity to fight against organised crime and terrorism by preparing participants to act as trainers within their own organisations. In doing so, CEPOL ensures sustainable capability-building and knowledge transfer across EU Member States.
A total of 20 analysts from 13 EU Member States participated, having met strict selection criteria including extensive operational analysis experience, advanced analytical skills, prior training, strong motivation to become trainers and English language proficiency.
The curriculum combined intelligence theory and advanced analytical techniques with adult learning methodologies and simulation-based training approaches. Participants developed the competences required to design, deliver and evaluate high-quality training activities at both national and EU level.
Participants achieving a minimum score of 70% received a certificate worth 4 ECTS, issued by CEPOL, Europol and the Centre for Continuing Education and Lifelong Learning of Harokopio, University of Athens. This jointly issued qualification combines academic recognition with professional law enforcement endorsement and contributes to CEPOL’s broader objectives on vocational, lifelong learning and skills recognition.
